- To expand the storage and warehousing capacity in the state along with value added services by establishing facilities like container freight stations, inland container depots, free trade warehousing zones, cold storages etc.
- To facilitate the development of optimal multi modal transport and logistic chain by promoting an efficient and commercially viable water transport , inter-modal linkages through development of multipurpose ports and terminals, storage facilities, river sea terminals, rail and road linkages.
- To enhance the productivity of the non major ports through innovation and implementation of latest technology solutions in various areas of port operations and functions.
- To foster maritime education, training and research activities in the state to enhance the employability of the youngsters to exploit the growing opportunities in the sector.
- To develop port based and maritime industries, ship building and ship repair facilities, Special Economic Zones etc.
- To facilitate sustainable and safe coastal tourism and water sports in the state by converting unexplored maritime resources to sustainable tourist spots by coordinating with other government departments and agencies like Department of Tourism.
- To promote coastal passenger and ferry services by establishment of passenger terminals & marinas.
- To promote marine and other sources of renewable energy for electricity production.
- To promote private participation and investment in maritime and allied sectors by providing necessary services, property and infrastructure.
- To ensure safe secure and environmentally sustainable inland water transport in the state.
