Inviting Expression of Interest (EOI) For Passenger Ships and Cruises Connecting Kerala to the Middle East/GCC

The Middle East, particularly the Gulf Cooperation Council (GCC) region, has long been a second home to many Indians, with Kerala boasting a significant expatriate community of 1.89 million as per the Kerala Migration Survey 2018. Regular travel between Kerala and the GCC, often involving family members, is a common occurrence among Non-Resident Keralites (NRKs), leading to a surge in air travel rates, especially during peak seasons, with ticket prices exceeding INR 50,000/- per ticket in recent times.
Recognizing the need for accessible and efficient transportation options, the Kerala Maritime Board is actively exploring the development of passenger ships and cruises along Kerala's vast 590 km coastline. With one major port and four fully functional non-major ports—Azhikkal, Beypore, Kollam, and Vizhinjam—compliant with the International Ship and Port Facility Security (ISPS code), Kerala offers a conducive environment for maritime operations. Furthermore, Vizhinjam and Beypore have Integrated Check Post (ICP) status, and Kollam port is expected to obtain ICP status shortly.
Passenger ships and cruises present an appealing alternative for the Indian diaspora, particularly NRKs, offering not just transportation but also leisure and entertainment options. These vessels can cater to a wide range of preferences, from simple and affordable travel decks to luxurious cruise experiences, all within the same ship. Additionally, they offer the advantage of accommodating larger luggage and even unaccompanied cargo.
In line with this vision, the Kerala Maritime Board (KMB) is soliciting Expressions of Interest (EOI) from competent firms with expertise in operating Passenger Ships/Cruises/Vessels/Inland vessels or with relevant experience for the exploration of Passenger Ships/Cruise opportunities between the Middle East and Kerala. This EOI is issued with the concurrence of the Ministry of Ports, Shipping, and Waterways (MOPSW), Government of India, and the Government of Kerala.
